PORTLAND, Oregon — Monday marked El Grito de Independencia, the holiday commemorating the start of Mexico’s fight for independence from Spain. At the Rose Quarter, a modest crowd gathered for El Grito Portland, a festival featuring live music, food and local vendors. But amid the celebration, concerns over federal immigration crackdowns prompted reflection on the challenges facing many in the community.
