Public sector unions remain skeptical of ideas from Iowa's DOGE task force that would change pension benefits and introduce merit pay for teachers, though a panel leader sought to clarify some of the controversial recommendations.

Terry Lutz, chair of McClure Engineering and leader of DOGE's return-on-investment subgroup, spoke at the panel's final meeting on Monday, Sept. 15, about two recommendations he said have been "totally misrepresented and misunderstood."
