PORTLAND, Ore. — The city of Portland alleges that the U.S. Immigration and Customs Enforcement (ICE) facility on South Macadam Avenue has violated a condition of their land use approval more than two dozen times. The city will send a violation notice to the facility this Thursday.

Since 2011, a conditional land use approval has been in place for the facility after the building's owner secured a long-term lease with the federal General Services Administration (GSA).

According to the city, federal records over a 10-month period of Oct. 1, 2024, and July 27, 2025, show that the site violated its conditions with the city at least 25 times, including detaining people overnight or holding them for more than 12 hours; the most recent violation was on May 20, the city said.
