CINCINNATI —
Around 5 p.m. Tuesday, before the sun even set, 16-year-old Thomas Bell, better known as T.J., was shot and killed by Grant Park in Over the Rhine.

"My baby girl was the one that was here, and she was the one doing chest compressions and stuff to try and stop him from bleeding," Arnetta Baker said. "I never heard of T.J. getting in any trouble, doing anything that he wasn't supposed to, or even scolded for anything. Just a fun-loving kid."
24 hours later, at a balloon release in the spot where Thomas was shot, children were crying out and clutching their parents for support.
"They're looking for an answer. They're looking for solutions," Kevin Corey, Executive Director of Wesley Chapel Mission Center, said.
