SACRAMENTO, Calif. — Major reforms to the intervenor process in California's insurance market were announced by Insurance Commissioner Ricardo Lara . The proposed regulations aim to enhance transparency and accountability under Proposition 103 by protecting consumers from hidden fees and ensuring fair rate reviews.

"Consumers are frustrated with hidden fees, especially when insurance costs are already exorbitant," Lara said. He emphasized the need for a rate review system that delivers timely and fair decisions.

Lara states that the reforms will clarify how intervenor participation is evaluated, ensuring that only significant contributions to the public interest are funded. This includes requiring public reporting on intervenor activity and compensation to increase transparency.
