BISMARCK — North Dakota lawmakers are moving forward with a study on the impact of term limits despite concerns from some legislators that it's unnecessarily costly and offers little return.

The Legislative Procedure and Arrangements committee on Tuesday chose Garty Consulting to run a study on the impacts of term limits and how these impacts can be mitigated; such as moving to annual sessions, increasing Legislative Council staff and increasing educational opportunities for new lawmakers.

The committee was supposed to choose a contractor for the study during its last meeting but was forced to extend the application period when it received no bids by the original deadline. Fargo-based Garty Consulting was one of only two companies that ultimately submitted a bid.
