A second Howell Township official has filed a whistleblower lawsuit alleging retaliation for opposing proposed ordinances that targeted immigrants and low-income tenants.

Matthew Howard, who until recently served as Howell’s deputy township manager and director of land use and community development, filed a complaint in Monmouth County Superior Court on Sept. 5.

He alleges township leaders sought to weaponize code enforcement to discriminate based on ethnicity, immigration status and national origin.

Howard’s lawsuit follows a similar complaint filed in July by former township manager Joseph Clark, who resigned in June after being suspended without cause.

Howard stepped down in mid-September, shortly after filing his own complaint.
