Portland city councilors saw early concepts Thursday of how an inner eastside rezone could boost apartment supply in the neighborhoods where single-family homes are more common.

Several dozen members of pro-housing group Portland: Neighbors Welcome held a brief demonstration outside City Hall, fueled by coffee and doughnuts, to advocate the reforms before heading into council chambers, where the five-member Climate, Resilience and Land Use Committee discussed what zoning changes might look like someday.
