Federal and state agencies have reached a settlement with a charity fundraising operation that raised millions of dollars, claiming to fund breast cancer screenings but only spending a fraction on procedures, according to Oklahoma Attorney General Gentner Drummond.

Drummond, the Federal Trade Commission (FTC) and 21 other state agencies from 19 states reached a proposed settlement with Kars-R-Us.com and its operators, Michael Irwin and Lisa Frank. According to a news release issued by Drummond on Monday, the company solicited donations nationwide on behalf of the United Breast Cancer Foundation (UBCF), which claims to assist individuals affected by breast cancer.
