CHARLOTTE, N.C. (WBTV) - A superior court judge ordered the release of the medical information of the man accused of killing a Ukrainian refugee on a Charlotte light rail.

Decarlos Brown Jr. allegedly stabbed Iryna Zarutska seemingly randomly on Aug. 22 while riding the Lynx Blue Line.

Brown, who called 911 in January to report that his brain waves were being controlled, was placed under a 60-day hold at a psychiatric hospital while .

Since then, magistrates and mental health have both come under fire by politicians across the state.

Records showed that Charlotte-Mecklenburg police requested Brown’s medical records from Atrium Health, the hospital he was taken to for treatment of a cut following the stabbing.

Almost one month later, a lawyer for the hospital system told a detective
