NEW ORLEANS — Family and friends are remembering a man they say was loving, with rare intelligence, and always had the best Mardi Gras costume.

He was the victim of random violence from a man police had arrested before. It is a man who will undergo a mental competency hearing on Thursday.

Now his widow is sharing her thoughts.
