A Baton Rouge man and his ex-girlfriend, who fled the state to North Dakota, are both accused of sexually abusing two children and performing other crimes against nature.

Shalom Moalem-Rabi, 41, was booked into the parish prison on Wednesday on a count each of first-degree rape of a victim under the age of 13, molestation of a juvenile and aggravated crimes against nature.

His ex-girlfriend, Allison Stearns, was arrested in Stark County, North Dakota, earlier in September on a count each of molestation of a juvenile and aggravated crimes against nature.

The couple is accused of sexually abusing two children, who were both younger than 7 at the time, in 2023. An FBI tip was given to East Baton Rouge Parish Sheriff's Office detectives in May of 2025.
