WATERLOO, Iowa — Waterloo's Fall 2025 Progress Report highlights significant growth and transformative projects since the launch of its 2030 Vision and Strategic Plan.
The plan, established in 2021 through extensive community involvement, focuses on eight goals to be achieved by 2030.
Mayor Quentin Hart emphasized the community-driven nature of the plan. "These aren’t just city hall’s ideas," Hart said. "Waterloo built this roadmap, and now together we’re seeing the results."
Key achievements listed in the report include a record $304 million in construction permits for FY2025, with expectations to surpass $220 million this year. Housing development is strong, with over 267 new residential units permitted last year and more in progress. The city secured $1.7 million in state housing tax
