Amid a “nationwide search” for a new top executive in Glendale, the city narrowed down to two local finalists, including Gilbert’s town manager.

Glendale City Manager Kevin Phelps announced his retirement in March , stating he would leave the position when his contract expired in February.

The city announced its finalists on Oct. 2, which included Vicki Rios, an internal candidate, and Patrick Banger, Gilbert’s top executive.
