DOWNTOWN BROOKLYN, N.Y. (PIX11) -- How bad is the problem of illegally parked cars in Downtown Brooklyn?

That's what New York City Councilman Lincoln Restler wanted to know when he launched a month-long study into the problem.

In his newly released report, Restler said his staff found an average of 457 illegally parked cars every day while checking a 60-block area around the courthouses and municipal buildings.

Restler's study found the majority of these illegally parked cars had either official government placards or fake placards, such as City agency gear or vests on the dashboard. Only 3% of the illegally parked cars were issued a ticket.
