The Attorney-General's Department has failed to substantiate claims foreign actors and bots are exploiting freedom of information laws.

Attorney-General Michelle Rowland is pushing to reform freedom of information laws, including banning anonymous requests and introducing an application fee, arguing it will help curb vexatious requests.

The laws allow members of the public to request information and documents held by departments and ministerial offices.

The reforms would introduce a charge of about $30 to $60, with Ms Rowland saying it would weed out frivolous requests, citing one department that received 1000 applications from an online generator in a matter of weeks.
