A senior NSW Police officer has told a Sydney court he holds "significant concerns" about public safety at a pro-Palestinian march to the Opera House, expressing cynicism that a crowd of tens of thousands could be managed in a staggered manner.

The Palestine Action Group (PAG) intends to hold the event on Sunday and has applied under the NSW protest permit system for participants to begin at Hyde Park before moving to the Opera House.

But the NSW Police Force is seeking a prohibition order from the Court of Appeal, which would mean participants are not afforded limited protection from being charged with offences such as obstructing roads.
