White House Deputy Chief of Staff Stephen Miller mentioned President Donald Trump's "plenary authority," under Title 10 of the U.S. Code when asked in an Oct. 6 CNN interview if the administration would follow a federal judge's order not to deploy the national guard to Portland, Oregon, Time and other outlets reported.
