LOS ANGELES – The city of Los Angeles and the Department of Homeland Security are preparing to appeal a recent court ruling that limits how Los Angeles Police Department (LAPD) officers use less lethal force against journalists and protestors.

The City alleges it isn’t always possible for police to immediately recognize journalists due to the rise of non-credentialed journalists covering protests.

Traditionally, members of the media are credentialed through either the LAPD or Los Angeles County Sheriff’s Department, but with the rise of independent media outlets, it has become increasingly harder to recognize media from protestors and agitators.
