PORTLAND, Ore. — Elected leaders from 43 states and the District of Columbia have joined the legal fight over the deployment of National Guard troops in Oregon . The states, mainly divided along political lines, filed two separate “friend-of-the-court” briefs Wednesday evening, a day before the Ninth Circuit Court of Appeals is set to hear arguments in the case.
