DEKALB COUNTY, Ga. — DeKalb County Superintendent Dr. Devon Horton is accused of being involved in a scheme with three of his friends to defraud a northern Illinois school district of money, according to a federal indictment.

The Evanston/Skokie School District 65, just north of Chicago, is where Horton previously worked as superintendent before joining the DeKalb County School District.

The federal indictment was filed by the U.S. Attorney's Office in the Northern District of Illinois. It alleges Horton and friends Antonio Ross, Samuel Ross, and Alfonzo Lewis, used companies they owned to get professional contracts with District 65. The indictment claims they concealed that Horton received kickbacks from portions of the payments made to the companies.
