BREMERTON, Wash. — Brittinaè Pangelinan thought she had finally found stability. After years of searching and more than a year on a waitlist, she and her three children moved into a Section 8 apartment in Bremerton this summer.

Thirty-nine days later, everything fell apart.

"There was a big old hole right here," Pangelinan said, pointing to the ceiling in her now-empty two-story home owned by the Bremerton Housing Authority. "That's when we noticed that there was black mold."

Contractors ripped up the walls and ceilings after discovering extensive water damage. Pangelinan and her children—ages 18, 15, and 6—were told to leave while repairs were made.
