ELYRIA, Ohio (WOIO) - A Lorain County man, who was struck on his bicycle by a now-retired Elyria police department employee, has filed a lawsuit.

This past spring, 19 Investigates first reported how the woman drove away after the crash, claiming she didn’t know she had hit the man.

Now Justin Ballew is suing Frances Ross for medical expenses and punitive damages.

When we first met Ballew this past February, he had already been waiting a long time to get justice.

“I mean, I’d like to see something done,” Ballew told 19 Investigates. “At least a new bike, that would be nice.”

In June of last year, Ballew’s bicycle got bent up after a black BMW rolled out of the Elyria Police Department ’s parking lot and crashed into it.
