SAN FRANCISCO —

A three-judge appeals court in San Francisco is deciding whether to uphold a temporary ban on the National Guard entering Portland , Oregon, after President Donald Trump deployed Guard members in response to what he called violent protests.

The Democratic governor said the president mischaracterized the protests, and the Guard's deployment was previously blocked by a lower court.

The panel consists of one President Bill Clinton appointee and two Trump appointees, who heard from the Oregon Assistant Attorney General and a Department of Justice lawyer.

The panel said it will make a decision as soon as possible, but it's unclear when that will be.
