HARTFORD, Conn. (WFSB) - A Rocky Hill man has been arrested after Hartford police conducted an undercover operation targeting individuals attempting to exploit minors online.
Police say 32-year-old Richard Madley spoke with an undercover officer posing as a 15-year-old for several weeks, sharing explicit content and trying to arrange a meeting.
Madley was arrested by Hartford detectives with the Child Exploitation Prevention Unit on Sept. 25. He was charged with harmful communication with a minor.
“This operation underscores the critical work of HPD’s online child exploitation unit, which specializes in locating, identifying, and intercepting child predators before they can harm a victim,” police said.
