NEWVILLE – Mifflin County senior Carter Smith is the reigning Class 3A state cross country champion and yet, still had a piece of unfinished business to resolve as he stepped into the starting box Saturday at the Mid-Penn Conference boys championships.
Carter suffered one narrow loss during last year’s state championship campaign, and it was over the Big Spring course at the Mid-Penns, by a very narrow margin to Issac Oppermann of State College in a dazzling photo finish.
