Scottsdale student wins second Library of Congress prize

First person to accomplish feat

Chaparral High School junior Ira Parsons is up to his old tricks.

Parsons, 16, recently won the Library of Congress “Discovery or Exploration in History” prize in the National History Day competition ... again.

This is his second year in a row Parsons has won the award, which makes him the only person to every accomplish that feat.

His paper this year was titled “Rights Without Responsibilities: How the Framers of International Space Law Failed to Foresee Privatization” and argues the loop hole in the laws governing international space regulation allowing private companies to explore space unregulated needs to be closed.
