MOORHEAD — A scam impersonating the Clay County government uses publicly available information to target people pursuing permits through the county.

Architect Scott Dahms, who has been working with the Clay County Planning and Zoning Department as he tries to convert an old grain elevator into a cannabis business, was a target of one such scam. The Saturday before he was scheduled to have a public hearing related to his proposal at a Clay County Commission meeting, he received an email asking him to pay a $5,000 fee via wire transfer.

“I’m looking at this thing and I’m going, ‘Are you kidding me? What is this?’” Dahms said.

Confusion caused by the email kept Dahms from attending the public hearing when it was first scheduled. He later learned that the email was a phishing scam. Accord
