COLUMBUS, Ohio—Ex-U.S. Rep. Tim Ryan has told his inner circle to start working on putting an Ohio gubernatorial campaign plan together, though he still hasn’t decided whether to enter the race, according to the Democrat’s communications adviser.

It’s the strongest sign yet that Ryan, a brief 2020 presidential candidate who ran a better-than-expected (though unsuccessful) race for U.S. Senate in 2022, will challenge ex-state health director Amy Acton for the Democratic nomination for governor in 2026.
