In its waning days, the Gainey administration should be proud of two achievements that will advance affordable housing in Pittsburgh: a half dozen new low-income housing tax credits (LIHTC) awarded by the Pennsylvania Housing Finance Agency (PHFA) and an inclusionary zoning (IZ) compromise that will extend affordability incentives (though, crucially, not mandates) across the city.

The administration has already celebrated the tax credits, but seems to be gearing up to fight the IZ compromise, crafted after painstaking efforts by Councilwoman Erika Strassburger. That would be a mistake: Take the win, Mr. Gainey. It wouldn’t have happened without you.
