VINTON, Iowa (KCRG) - The death of a 20-month-old in Vinton more than a year ago is raising questions of why more wasn’t done to protect the child.
A state contracted group was doing home visits reported it did find red flags, but a criminal complaint said no action was taken.
Police and sheriff’s deputies found 20-month-old Willow Morris unresponsive, now her mother Kaylee Morris and her boyfriend Mason Morgan are charged with neglect.
Morgan is also charged with child endangerment, and three counts of interference with official acts resulting in bodily injury. Police say those charges stem from Morgan resisting arrest.
A criminal complaint shows how people working for Lutheran Services in Iowa, a state contracted agency to provide guidance and supervision of vulnerable families, were
