Hogsett's reliance on Thomas Cook defines his record as mayor

Mayor Joe Hogsett's legacy is imploding because he took the authority given to him by voters and ceded it to a reckless person.

Hogsett didn't like making decisions, so Thomas Cook made them. Hogsett's world shrank, so Cook's influence grew. Hogsett preferred politics to policy, so Cook became the de facto leader of city-county government as Hogsett's chief of staff at age 30.
