NEWBURGH – The proposed 2026 Newburgh city budget includes a decrease in the homestead tax rate and no increase in water, sewer or sanitation fees.

The proposed general fund budget totals $71.7 million, up from $70.5 million in 2025, noted City Manager Todd Venning.

“We are going to hold the property tax levy flat in fiscal year 2026 and we are going to continue the strategic use of fund balance to offset property tax increases,” he said. “In our enterprise funds, there are no rate increases for water, sewer or sanitation for fiscal year 2026.”

The budget presentation made by Venning at Tuesday night’s city council meeting was a broad brush outline.
