BELMONT COUNTY, OH (WTRF) - A homeless man from Belmont County is in jail Wednesday, after witnesses saw him loading a gun outside St. Clairsville Schools just before school was about to dismiss for the day.

St. Clairsville Police Resource Officer Mike Duplaga tells 7 News the suspect, 18-year-old Elliot Blunk, is jailed on charges of inducing panic, aggravated menacing and illegal conveyance of a deadly weapon in a school safety zone.

Officer Duplaga says two school administrators saw Blunk take a magazine out of his backpack and load it into a pistol that was in his waistband.

They called 9-1-1 and watched Blunk, who reportedly remained there for at least a minute afterward, not taking any action. It happened at 2:02 p.m. Students are ordinarily dismissed at 2:05.
