The Trade Remedies Authority (TRA) has published its Statement of Essential Facts (SEF) in the transition review of the anti-dumping measure on ammonium nitrate imported from Russia.

Following its assessment, the TRA’s intended final recommendation is to maintain the existing anti-dumping duties for a further five years at current levels, ranging from £24.085 to £27.374 per tonne.

The TRA found that both dumping and injury to the UK industry would likely recur if the measure were removed, and that maintaining the measure meets the UK’s Economic Interest Test (EIT).

Interested parties have until 23:59 on 30 October 2025 to comment on the SEF before the TRA makes its final recommendation to the Secretary of State for Business and Trade.
