Ontario Premier Doug Ford’s government is facing quite a flap over how the province treats internationally trained doctors. It is giving priority for medical residency applications to those who grew up in Ontario, but took their medical degree abroad. That has sparked charges of unfairness and discrimination.

At first glance, it appears to be an odd move. Graduates of non-Canadian medical schools will have to show that they took two years of high school in Ontario to be eligible to compete in the first round of residency applications. That will give them first crack at the most desirable opportunities.

Doctors who came to Ontario more recently are incensed at the change. The Ontario Medical Association (OMA) says the move will create a drastic reduction in the number of doctors training
