City residents to confront leaders on youth crime at public Juvenile Justice Summit

"There's a delicate balance here. There will be times where we need to enforce and treat young people as adults, but I would say that should be our last recourse to the extent possible," Councilman Mark Conway said during the 2025 SE Baltimore Juvenile Justice Summit on Thursday.
