EMMET COUNTY — The owner of Kei Ju Farms was arrested Wednesday on Animal Control Ordinance Violations.

Julie Jackson Clare, 61, was arrested on 20 counts of violating the Emmet County Animal Control Ordinance.

These charges stem from an investigation initiated after numerous complaints about the farm, specifically several reports citing violations related to barking dog ordinance on the property.

Sheriff Matt Leirstein stated, “Unfortunately, during the course of this investigation, we learned of these dogs being unlicensed and unvaccinated. It’s regrettable that Kei Ju Farms would operate in such capacity and blatantly violate these ordinances, placing these precious animals at risk.
