JOHNSON CITY, Tenn. (WJHL) - Natalie Taylor, the owner of Vino Noir and Tapas Bar, has been experiencing delays with her future wine bar, which have pushed the opening back almost a year. Taylor attributed the delays to an online portal used by the City of Johnson City.

Taylor said she began her project in November 2024, and the wait has been a lot longer than anticipated.

"This was supposed to be, you know, an eight-to-nine-week project," Taylor said. "But through revisions of plans and having to go through the process that's currently at hand, it ended up turning into a three and a half month project."
