KINGSTON — Mayor Steve Noble unveiled a $63.3 million proposed budget for the City of Kingston’s 2026 fiscal year on Friday planning a 5.7 percent increase to cover the climbing costs and uncertainty ahead with expected federal cuts.
Noble called for “a careful balance between stability and affordability,” in the 35-minute address.
“We’ve worked hard to lead with stability,” Noble said, noting that Kingston’s tax rates remain within a dollar of their 2016 levels despite inflation and state mandates. “No one likes to see their taxes go up, but we’ve demonstrated that we deliver value — from public safety to recreation to sustainability.”
Personnel and employee benefits account for nearly three-quarters of total expenses — about $26 million in salaries and $20.9 million in benefits, drive
