PORT ARTHUR, Texas — Port Arthur voters will decide on a ballot measure that would allow the city to fund quality-of-life projects without seeking voter approval for each individual initiative, according to Port Arthur Mayor Charlotte Moses and At-Large Councilman Donald Frank, who discussed the proposal during a Monday morning interview on 12News Daybreak.
Proposition A would convert the city's economic development corporation from a Type A to a Type B designation under state law 505, enabling the city to fund recreation facilities, housing, sports complexes and other community amenities. Port Arthur is one of the few cities in the region that has not yet made this expansion, according to the interview.
