WATERTOWN, New York (WWNY) - A Halloween decoration heist has sparked discussion around a possible shopping cart ban on city of Watertown property.

“We have a problem on our streets. It’s not just with the sidewalks, it’s with people taking stuff that’s not theirs,” said John Phillips, Watertown resident.

Phillips is talking about shopping carts. They’re a relatively common sight, strewn about city property. We found one in Factory Square Park, and it was filled with random items.

Last week, a surveillance camera along West Main Street captured a man stealing a Halloween decoration from someone’s property. The stolen skeleton was then loaded into a shopping cart before the man made his getaway.
