DULUTH — City councilors are expected to consider an ordinance on Monday that would place a temporary moratorium on the issuance of local short-term rental licenses.

If passed, the moratorium could put new licenses on hold for up to one year, while staff study how best to regulate the growing industry.

Short-term rental licenses have been issued in Duluth since the City Council’s 2012 adoption of a new Unified Development Chapter, opening the door for local property owners to list accommodations via platforms such as those marketing Airbnbs or VRBOs.

Many individuals have found it more lucrative to rent out properties on a short-term basis to out-of-town visitors than to lease them for extended periods to residents.
