CHARLOTTE, N.C. — A Charlotte family is grieving the loss of a man they describe as kind, loyal, and full of life after he was killed in what police call a random act of violence that spiraled into a deadly crime spree across the city .
Charlotte-Mecklenburg Police identified the victim as 38-year-old Justin Westbrooks Carlton. They said Joseph Andrade, 28, shot two people Thursday afternoon on North Hoskins Road before kidnapping a woman, leading officers on a chase, and firing at them during the pursuit.
The chase ended in west Charlotte at Freedom Drive and West Morehead Street, where police said Andrade crashed, jumped out of the vehicle, and continued shooting. Officers returned fire, killing him at the scene.
