Quinceañeras are a time-honored tradition in Latin America, a often lavish celebration that marks a girl’s passage into adulthood. But for some, childhood hardships put any kind of celebration out of reach. Freddy Alfonso Páez, director of the Sueños Hechos Foundation, said the group has thrown belated birthday parties for 128 older women over the past five years.
