Albany, N.Y. — Thomas H. Mungeer, the former president of the New York State Troopers Police Benevolent Association, was arrested and arraigned on a grand larceny charge on Friday that accuses him of misusing thousands of dollars in funds from the union he headed for more than 13 years.

Mungeer, 56, who resigned from his trooper position last month, was processed at a State Police barracks in Latham early Friday morning after he surrendered himself to troopers. He was then brought to Albany County Court in custody and arraigned on the felony complaint in front of state Supreme Court Justice Thomas Marcelle.
