Labor is adamant a major overhaul of federal nature protection laws will pass parliament despite fierce scrutiny from the Coalition and Greens.
Environment Minister Murray Watt will introduce reforms to the Environment Protection and Biodiversity Conservation Act in the parliamentary sitting fortnight starting on Monday.
More detail emerged on Sunday about the legislation, which includes creating the first national Environment Protection Agency (EPA).
Mr Watt confirmed he will retain the ability to make final decisions on approving projects.
The reforms are based on the recommendations from Professor Graeme Samuel in his review of the legislation five years ago.
