A decade ago, the city’s 2035 Comprehensive Plan was published – an achievement that marked a welcome sense of long-term thinking, even ambition. Yet we now face a Portland Parks and Recreation levy that feels like a bandage, (“ Portland asks voters to stomach big property tax increase or watch parks deteriorate ,” Oct. 17). What went wrong?

My recent look at the plan, which was updated in 2023, was disappointing. I wished for bolder targets. Parks, for example: I’d like to see a stated target that we establish all-season recreational facilities – like Southwest and Mt. Scott community centers – located at or near all high schools. There should be facilities that support activities for all ages and include modern indoor pools.
