FAYETTEVILLE, Ark. (KNWA/KFTA) — A bagpipe street performer often seen playing on Dickson Street in Fayetteville, who was accused of rape last month, has been arrested a second time on the same charge, according to court documents.
Devin Topf, 25, was arrested by the Fayetteville Police Department on Oct. 25 for one count of rape.
A preliminary report said that on Oct. 25, officers responded to a welfare concern on East 7th Street after a caller explained that someone had picked up his girlfriend and would not let her leave.
The caller said Topf picked up the victim in a blue Mustang. When officers found the victim, she said that Topf had sexually assaulted her.
