Mozell Brown was born on August 1, 1938, in Nacogdoches, Texas, to the union of the late Robert Graham and Ivery Sparks (Powdrill). Her family relocated to the Seattle, Washington, area in 1943.

Mozell grew up in Seattle’s Central District and attended Garfield High School, graduating in 1956. She returned to school and furthered her education by attending Western Washington University, earning a degree in urban planning.

Mozell joined Edmond Brown in holy matrimony in June 1957, and together they had one child, Rochelle Lynn Brown.

Mozell was employed by the Boeing Company and the City of Seattle, where she was the administrative assistant to Councilmember Sam Smith. She moved to the solid waste utilities department, where she ended her
